This year's budget agreement between Gov. Andrew Cuomo and state lawmakers include a change to the STAR program for certain new homeowners. The change will only apply to homeowners that purchased a home in New York on or after March 1, 2015. These new homeowners will now receive a STAR rebate check in September rather than a STAR credit against their school tax bill. On or about May 1, 2016, property owners subject to this new program will receive a letter from their local Assessor outlining this new process and how to apply to receive their rebate check. There is no change to the amount of the STAR benefit that homeowners will receive.

ANNOUNCEMENT Tax extension in 51 Nassau school districts A three-week grace period for residents in 51 Nassau school districts to extend their school tax payments without interest or penalties began Tuesday. Under executive orders signed by Gov. Andrew M. Cuomo, these residents have until Dec. 4 to make payments because of the ongoing recovery from superstorm Sandy. The school taxes had been due Tuesday. The governor, who had done that for 34 districts, signed an additional executive order for 17 others late Tuesday. State law authorizes the governor to extend the property tax deadline during a state disaster emergency for up to 21 days. Officials in Nassau's three towns were scrambling to inform residents about the extension, posting data on their websites and social media pages. Hempstead Town Supervisor Kate Murray sent a letter to Cuomo Tuesday asking for the deadline to be extended for all town school districts. The grace period applies to the following districts: Amityville, Baldwin, Bellmore, Bethpage, Carle Place, Cold Spring Harbor, East Meadow, East Williston, Elmont, Farmingdale, Floral Park-Bellerose, Franklin Square, Freeport, Garden City, Great Neck, Herricks, Hewlett-Woodmere, Hicksville Public School District, Island Park, Island Trees, Jericho, Lawrence, Levittown, Locust Valley, Long Beach City School District, Lynbrook, Malverne, Manhasset, Massapequa Public School District, Mineola, New Hyde Park-Garden City Park, North Bellmore, North Merrick, North Shore Central School District, Oceanside, Oyster Bay, East Norwich, Plainedge, Plainview-Old Bethpage, Port Washington, Rockville Centre, Roslyn, Seaford, Syosset, Uniondale Public Schools, Valley Stream Districts 13, 24 and 30, Wantagh, Westbury and West Hempstead. The new legislation, which is effective immediately, creates an exemption from the Peconic Bay Region Community Preservation Fund transfer tax in the towns of Southampton, East Hampton and Shelter Island for qualifying first time homebuyers and for certain not-for-profit corporations. The NYC Department of Finance has indicated that any collectable charge related to NYC vaults will be found in the Supreme Court or the Office of the County Clerk as a judgment or warrant. This would now be searched by your title examiner. The Finance Department has indicated the there were only three properties that are subject to collection. At this time we have not been giving the specific properties involved. TOWN OF ISLIP As of 1/2/2007, the Town of Islip will be charging $10.00 per request to verify a certificate search. If there are changes to said certificate, a fee of $100.00 will be required.

CHANGE IN NEW YORK CITY DEPARTMENT OF FINANCE TAX BILL POLICY The Department of Finance (DOF) as of 11/29/04 has made a change in how their system calculates interest on a tax bill. In the past you could project interest to any date that you required. This is no longer possible. Under the new system all tax bills have interest computed to 12/6/04. Please advise your closing and escrow departments of this change. The New York State Land Title Association is aware of this problem and has contacted the DOF. A request is being made for the DOF to change this policy due to the hardships that this will cause the Title Industry and Homeowners. We will keep you advised of any updates concerning this matter.
